The Izaak Hassan-led Independent Policing Oversight Authority (IPOA) has confirmed the arrest of a rogue police officer accused of fatally shooting a 22-year-old student from Kitale National Polytechnic.

In a statement released on Monday, IPOA said the officer was arrested after investigations linked him to the killing of Dalphine Mwangi.

The student was shot on 21 October 2025 at Norec Shopping Centre in Kitale, Trans Nzoia County.

According to IPOA, the officer allegedly shot Mwangi in the head following an argument.

The student was first rushed to Kijana Wamalwa Hospital before being transferred to Eldoret, where he died on 24 October 2025 while receiving treatment.

Officer detained as probe gathers speed


IPOA Chairperson Ahmed Issack Hassan said the authority received a report from the National Police Service a day after the shooting. He said investigators immediately visited the scene, spoke to witnesses, and collected evidence.


“We have recorded statements from witnesses and officers, and collected forensic samples to help in reconstructing the events that led to the student’s death,” Hassan said.
“The suspect officer has been detained to allow investigators to complete their work and ensure justice for the family.”

Following the arrest, the suspect was presented before court and ordered to be held at Kiminini Police Station for ten days. IPOA said it has made major progress in the case and promised to share full findings once investigations are complete.

Witnesses recount how the shooting happened


Witnesses told police that Mwangi was playing pool with friends at dawn when an argument broke out between him and a man later identified as a police officer. The officer allegedly drew his firearm and shot the student at close range before fleeing on a motorcycle.

Officers responding to the scene recovered two spent 9mm cartridges and one bullet head outside the pool shop. IPOA said the samples will help determine how the incident unfolded.

Hassan assured the public that the authority will fast-track the probe and recommend appropriate action once the investigation is finalised.
